1. Customs declaration
1. Customs declaration and inspection shall be carried out at the customs office hours and special supervision places where the operator is located. If it is necessary to conduct outside the customs office hours or outside the special supervision place, the customs approval must be obtained in advance, and the necessary office space and necessary facilities should be provided to the customs without compensation.
2. Express shipments entering the country shall go through customs formalities to the customs within 24 hours after the declaration of entry of the means of transport; the express shipments leaving the country shall go through customs formalities to the customs four hours before the departure of the means of transport.
3. The operator shall bear the following obligations when operating the inbound and outbound express mail business:
(1) Submit the documents and materials required for express clearance to the customs in a timely manner, and truthfully declare the shipments carried by the customs.
(2) Notice the receipt, the sender's payment or the agent's receipt, and the sender's import and export tax for the express mail. And in accordance with the provisions of the inbound and outbound express delivery fees, regulatory fees and so on.
(3) Except as permitted by the Customs, the express mail within the time limit for supervision shall be stored in a specially established customs supervision warehouse and kept in a safe place. Express shipments within the regulatory time limit may not be loaded, unloaded, unpacked, repackaged, extracted, delivered, shipped, or otherwise performed without the permission of the Customs. “Regulatory time limit†refers to the entry of express shipments from the time when the means of transport is declared to the customs until the customs formalities are completed; the express shipments are declared from the customs to the departure of the means of transport.
(4) Before the customs examines the express mail, the operator shall classify the express mail. When the customs inspects the express mail, the operator shall send a staff member to the scene, and be responsible for the removal, opening and closing, and re-sealing of the express mail.
(5) If the express mail contains items that are prohibited from being in the situation, it shall not be handled without authorization, and shall be notified immediately and assisted by the customs.
4. Unless otherwise specified, the three types of express mails A, B and C are declared according to the following regulations:
Class A shipments go through customs formalities with the customs on the KJ1 customs declaration form, the general waybill, the distribution order for each shipment, and the invoice.
Both B and C shall go through customs formalities with the customs on the basis of KJ2, KJ3 customs declaration form, general waybill, distribution order for each shipment, and invoice.
According to the above-mentioned regulations, the customs, A, B, C, three types of express mail, the customs may require the operator to provide detailed written information about the goods before the goods are released.
5. Class D express shipments shall submit customs declarations for import and export goods and documents related to the import and export of goods and articles to Customs for customs declaration.
6. Customs can accept the declaration of the operator through electronic data interchange (EDI) for express shipments that meet the regulatory requirements. Customs declaration to the customs through EDI means has the same legal effect as customs declaration through written documents.
2. Customs clearance
1. The operator carries in and out of the country by means of a special way of transporting express mail, and should also go through the formalities for filing and approval with the customs according to the regulations. After the examination and approval, the local customs will issue the “Special Express Courier Registration and Recording Certificateâ€, and the operator will go through the customs formalities with the certificate issued by the customs.
2. The special express shipment shall enter and leave the port at the port designated by the Customs office where the operator is located, and go through the customs formalities in accordance with the provisions of (1) above.
3. The operator shall report the time of entering and leaving the special express mail, the shipping route, the navigation (vehicle) of the transportation vehicle, and the details of the specialization to the local customs for the record. If the above situation needs to be changed, the operator shall report to the local customs for approval on the first 15 days.
4. Specialized express mail should use special packaging, and the name of the operator and the words “special express mail†should be marked on the total packaging.
III. Notes
The following items in the express mail are inspected by the Customs in accordance with the relevant regulations:
(1) Personal use items.
(2) Public and private articles of foreign embassies, consulates and their personnel entering and leaving the country.
(3) Public and private articles in and out of the United Nations specialized agencies, representatives of other international organizations in China and their personnel.
(4) Public and private articles for entry and exit of foreign resident agencies and their personnel.
